South Surrey eagle expert to speak at Blaine festival

A festival celebrating migratory birds that visit the Blaine/Birch Bay area takes place March 19 just south of the border.Planned highlights of the 9th annual Wings Over Water Northwest Birding Festival include nature cruises, raptor demonstrations, craft vendors and children's activities.
