Surrey council OKs 30-storey tower for Fleetwood

Surrey council has given its nod of approval to a 30-storey tower project in Fleetwood – to be near a SkyTrain station – that will contain 529 dwellings that are expected to be ready for occupancy by Fall 2028.

The project's site is 16042-84 Avenue, and 8352, 8366, 8380 and 8390-160 Street and the owners are 1076732 B.C. Ltd. (Director Information: A. Johl), Sidbro Investments Ltd. (Director Information: M. Sidhu, H. Sidhu, J. Sidhu, J. Sidhu) and the agent is Platinum Enterprises Ltd. (Avtar Johl).

The project passed third reading without debate, with the applicant seeking a change from one acre residential zone to comprehensive development. It will feature one five storey, one six-storey and a 30-storey mixed-use tower containing 529 dwellings and 1,846 square metres of commercial space as well as a childcare centre, roughly 230 metres from a future SkyTrain station.

One person addressed council at a Sept. 9 public hearing. Deb Jack, of Surrey Environmental Partners, noted 66 protected trees will be clearcut. "That is trees that at about breast height are 12 inches in diametre. They're required to plant 125, they will be planting 127."

Jack noted the outdoor amenity area is spread out among three buildings and four separate areas but in terms of square footage exceeds requirements. "See that it's going to be 150 metres away from Francis Park which has got a walking loop and play area for children, which is great to have so close by. Walnut Park is, however, their closest natural area and it's 900 metres away so that doesn't make it easy of access."

The site is currently occupied by a house, parcels of vacant land and commercial building to its north, across 84 Avenue. To its east, there is a vacant parcel of land and three-storey apartment buildings (Fairfield House), to its south a two-storey seniors residential  care facility (Fleetwood Place) and to its west across 160 Street, Fleetwood Community Centre and Francis Park.

According to a City of Surrey planning report, the applicant proposes to provide 627 parking spaces on-site including 55 commercial parking spaces, six pick-up and drop-off parking spaces for the childcare centre and 27 accessible parking spots.

The Surrey School District anticipates 60 school-age children will call the development home, with 35 to be enrolled at Walnut Road Elementary, 15 at Fleetwood Park Secondary and the rest attending private schools, other districts or being home-schooled.
