Council considers conduct policy

The conduct of White Rock city councillors should be governed by policy, not a bylaw, Mayor Catherine Ferguson said.

Exactly how that should look is something council will soon be pondering in public.

"That will be coming to council in the near future," Ferguson said Monday.

"Our lawyer said that (the existing code of conduct) was flawed, so we obviously need to address it."

Ferguson and city councillors met in-camera with the city's lawyer Thursday (Jan. 13) night to learn more about the issue, after the code's validity was questioned during a recent inquiry into actions taken and comments made by Ferguson last August. They were sparked by the removal of photographs of past mayors and councils from city hall walls.

The inquiry, to determine if Ferguson had breached the code of conduct, was abandoned after lawyers on both sides of the issue cited concerns.

When asked Monday night, Couns. Mary-Wade Anderson and Helen Fathers would not discuss specifics of last Thursday's meeting. However, both noted information from the meeting would be released publicly.

Ferguson also would not discuss specifics. She did say, however, that she "absolutely" believes a code of conduct for council should be in place. It needs to be practical and it needs to be a policy, she said.

Ferguson noted she is "really disheartened" the issue with the photographs went as far as it did, and maintained that her comments and actions were appropriate at the time.

"I sincerely hope that we'll get past this. We've got lots of work to do," Ferguson said. "This can't be a distraction, but we need to learn from it."
