Bylaw 2539– Financial Plan Amendment

Bylaws to amend the White Rock Financial Plan (2025-2029) Pursuant to the Community Charter, City of White Rock Council invites the public to provide written submissions (comments and/or questions) regarding the following Financial Plan Bylaw:

  • “White Rock Financial Plan (2025 – 2029) Bylaw, 2025, No. 2534, Amendment No. 1, 2025, No. 2539” (Bylaw 2539) for the Corporation of the City of White Rock.

The amendment included in this Bylaw is to adress:

  • Carryforwards of budgeted but unspent capital items from 2024, which are being carried over into the 2025 financial year;
  • Carryforwards of some budgeted but unspent operating items from 2024, which are being carried over into the 2025 financial year;
  • Removal of the budget for the Warming Centre for 2026 – 2029; and
  • Updated capital amounts for new or increased capital projects approved by Council since the presentation of the first draft of the 2025 Financial Plan.

Submissions regarding Bylaw 2539 will be considered by Council at the Regular Council Meeting.

Should you have any submissions and or questions you wish to convey about proposed Bylaw 2539 you may do so by written submission sent by email to ClerksOffice@whiterockcity.ca with “Bylaw 2539” typed in the subject line, by mail to 15322 Buena Vista Avenue, White Rock BC V4B 1Y6 or by hand to the Administration Office at White Rock City Hall no later than 12:00 p.m. (noon), Monday, June 23, 2025. Submissions received by the deadline, along with replies to questions asked, will be addressed as part of the June 23, 2025 Council meeting.

2024 Annual Report

Pursuant to the Community Charter, City of White Rock Council invites the public to provide comment(s) or ask questions in person or by written submission regarding the 2024 Annual Report for the Corporation of the City of White Rock at the Regular Council Meeting.

Meeting Date: Monday, June 23, 2025

Time: 4:00 p.m.

Those wishing to submit questions/ comments related to White Rock’s 2024 Annual Report are encouraged to do so by:

  • Attending the meeting in person; or
  • Emailing ClerksOffice@whiterockcity.ca or mailing/ dropping off their submissions to Corporate Administration - 15322 Buena Vista Avenue., White Rock, B.C., V4B 1Y6.

Note: Deadline for written submissions is 12:00 p.m. [noon] on Monday, June 23, 2025

The meeting will be streamed live and archived through the City’s web-streaming service.

The 2024 Annual Report includes audited financial statements, a summary of 2024 milestones, a progress report on the 2023-2026 Council Strategic Priorities, financial reporting, and statements from the Mayor and CAO.

Copies of the 2024 Annual Report are available for public inspection on the City website at whiterockcity.ca, the Corporate Administration Office at City Hall (15322 Buena Vista Avenue), the White Rock Library or the White Rock Museum and Archives as of June 9, 2025.
