I can understand White Rock taking a hit because of affordability. But the benchmarks need to take account of age demographics.

There are a lot of older retired people with mobility issues.

The geography of the city, a cliff, makes it difficult for people to walk or bicycle. Try walking or biking up Oxford Street from Marine Drive. It’s a steep grade.

That being said, the city could stand to make upgrades on special mobility paths and bike paths. Transit is a whole other story with the province continually not funding a better transit plan and either a bridge or tunnel.
