I like dogs, but I notice they pee many more times than they poop, and that cannot be picked up by faithful pooper-scoopers.
So let’s have them walk on the promenade, but only if they wear Pampers. The older dogs could wear Depends. They could be very decorative and even chic! Then the little kids with their little shovels and pails could dig in clean sand.
