Would somebody please explain to me how the hell BNSF Railway was bestowed the honour of owning all the waterfront at White Rock?

Was it a succession of buyouts – like BC Rail – from one party to the next?

This is, in any event, an unusual situation.

How did it come about? When did it all happen? Who were the parties involved, etc.?

Please enlighten me/us.
