Regarding preventing pit bull attacks, if the authorities are unable to come up with a solution just yet, at least they should quickly put in place a temporary measure for the safety of the public.
A leash, a muzzle or an electric collar is better than doing nothing, as a temporary solution.
Meanwhile, dogs’ rights trump the safety of the public.
