The investigators will be looking into this in more depth.
In the meanwhile, a few things come to mind.
The driver towing the camper reportedly stated that he/she lost control due to hydroplaning. If this is true, it was not the bus driver’s fault.
Another statement was that the driver towing the camper moved right while the camper was alongside the bus. If this is true, it was not the bus driver’s fault.
In any case, the bus driver is to be commended for keeping the vehicle upright in a situation not of his fault.
