It is unfortunate that our city administrators are so insistent on “nanny stating” everyone.
The day we were at a park in West Vancouver at the time of the photo (below), there were hundreds of people and dozens of off-leash dogs.
Everyone was courteous and respectful, just as most are in our parks.
