NOTICE is hereby given that the Council of the City of White Rock has waived a Public Hearing for proposed White Rock Zoning Bylaw, 2012, No. 2000, Amendment (CD-46 – 1454, Oxford Street) Bylaw, 2023, No. 2477 in accordance with section 464(2) and 467 of the Local Government Act; and further
NOTICE is hereby given that Council will consider first, second and third reading for the bylaw at the Regular Council Meeting scheduled for MONDAY, SEPTEMBER 11, 2023 at 4:00 p.m. in the Council Chambers at the White Rock City Hall.
BYLAW 2477: White Rock Zoning Bylaw, 2012, No. 2000, Amendment (CD-46 – 1454 OXFORD STREET) Bylaw, 2023, No. 2477

PURPOSE: A two building multi-family development at 1454 Oxford Street was approved by Council in 2017. This application proposes to amend the White Rock Zoning Bylaw to allow for an increase in the number of permitted units in one of the buildings (Building B) from 43 to 125 units. The increase in units of Building B would be accomplished by a reconfiguration of floor plans to create smaller units. No change in building height or floor area is proposed. This application was previously presented to Council under proposed Zoning Bylaw Amendment No. 2467, and a Public Hearing was held on May 15, 2023.
The proposed Zoning Bylaw Amendment No. 2467 received initial readings on April 17, 2023. However, it was found there was an error in the “intent” section of the bylaw. The intent section of the bylaw noted a 121-unit residential development for Building B. There were no errors in the body of the bylaw or what was advertised for the public hearing held on May 15, 2023. Only the intent section noted an incorrect number of residential units.
Bylaw No. 2477 replaces the “intent” section of Bylaw No. 2467 and clarifies that the maximum number of dwelling units shall not exceed 203. Since a Public Hearing has already been held in May, and Bylaw No. 2477 is consistent with the City of White Rock Official Community Plan Bylaw No. 2220, Council have voted to waive an additional Public Hearing for this amendment.
