David Peelo claims that Mayor McCallum does not have the mandate to replace the RCMP with a local police force.

His reasoning is that despite receiving 41 per cent of the votes cast, that is only 15 per cent of the eligible voters and is hardly a mandate.

Our system, first-past-the-post, simply means the person with the most votes becomes the leader and has a mandate based on the votes cast and not on the eligible voters who elected in this instance to stay at home election day.

They could have, perhaps, defeated him and that would have negated his promise to replace the RCMP and Surrey would have a mayor other than McCallum.

Mr. Peelo, are you a voter or just a complainer?
