The PAN article says White Rock is still on stage 1 restrictions, whereas all Metro Vancouver members – of which White Rock is one – are supposed to be on stage 3.
Why is White Rock allowed to violate this?

Editor’s response: White Rock’s tap water is from the Sunnyside Uplands aquifer through Epcor, rather than from the North Shore and Coquitlam watersheds through Metro Vancouver.
